Add simple VxLAN decapsulation performance test
Measure OVS DPDK VXLAN decapsulation performance. The DUT is configured as a VTEP (VXLAN Tunnel Endpoint) which performs decapsulation of frames and sends traffic to the 2nd traffic generator port. This test is unidirectional.
