This includes supporting following API changes
- RTE_VER_... now in rte_config.h instead of rte_version.h
- <rte_ethdev.h> now seems required by <rte_eth_ctrl.h>
- rte_sched_port_pkt_write takes extra argument
- rte_sched_port_pkt_read_tree_path takes extra argument
- enum rte_meter_color replaced by rte_color
The extra argument, sched_port, is initialized based on qos_conf parameters.
Modes such as qinq_encap4 uses sched_port when doing classification, but does
not set qos_conf params. It inherits the sched_port from QoS

JIRA: SAMPLEVNF-128
Improve performance of l3fwd use-case.
L3fwd did not disable TX offload flags, which resulted in
non-vector mode to be used in pmd in some cases like bare-metal.
Note that in some cases such as virtio, vector mode was already
used as OVS reports that it does not support TX-offload, hence
TX-offload was already disabled on virtio.
Using vector mode usually brings higher performance.

JIRA: SAMPLEVNF-55
PROX is a DPDK-based application implementing Telco use-cases such as
a simplified BRAS/BNG, light-weight AFTR... It also allows configuring
finer grained network functions like QoS, Routing, load-balancing...
(We are moving PROX version v039 to sampleVNF
