Refactor arch-specific Dockerfile patching
CHANGE: Obsolete "Dockerfile.aarch64" support,
only "Dockerfile.$(uname -m).patch" mechanism is to be used
from now on.
It is correlated with https://gerrit.opnfv.org/gerrit/#/c/46797/
