Create Test Reporting landing page
JIRA: RELENG-165
In this patch, I upload the backend code
usage:
docker run -itd -p 8000:8000 -e SERVER_URL=server_ip:8000 opnfv/reporting:<tag>
note: must point SERVER_URL, it is the api server.
visit landing page:
http://server_ip:8000/reporting/index.html
