Update git submodules
* Update docs/submodules/functest from branch 'master'
- Merge "Export env vars via os.environ in test_openstack_utils.py"
- Export env vars via os.environ in test_openstack_utils.py
CONST shouldn't be used for getting/setting env vars.
It adds complexity and may raise side effects.
