Update git submodules
* Update docs/submodules/releng from branch 'master'
- Merge "Remove Artifacts JSON Job"
- Remove Artifacts JSON Job
As far as I know the site that consumed this resource was never actually
published, and given this runs frequently on master, removing it should
save resources.
