dovetail tool: upstream functest env preparation and CLI adaption
1. Functest has changed it's directory structure, so cmds in
functest_config.yml cannot run successfully.
2. Use functest CLI to prepare and run test cases instead of running
prepare_env.py or run_tests.py.
