Adds local documentation builds following this guide:
https://docs.opnfv.org/en/latest/how-to-use-docs/local-build-transition.html
docs can be build with
tox -e docs
Going forward docs will be hosted here:
https://opnfv-daisy.readthedocs.io/en/latest/
