[ansible] Use collectd_config for plugins

* Update the following plugins to use collectd_config role
  * capabilities
  * csv
  * dpdk_telemetry
  * exec
  * hugepages
  * ipmi
  * logfile
  * network
  * ovs_events
  * ovs_stats
  * syslog
  * uuid
  * write_kafka
  * write_prometheus
