Setup OVS-DPDK Standalone Context

This patch performs following tasks
- getting dpdk_nic_bind path
- setup ovs,dpdk ports,vhostuserports,
- creation of vm,
- apache2 licence
- test cases for ovsdpdk
- Changes to standalone context - update unit test cases
