Bugfix: create yardstick.conf file failed due to wrong config file path
JIRA: YARDSTICK-446
now the yardstick dispatcher config path is set to
/etc/yardstick/config.yaml which is wrong.
I will change it to /etc/yardstick/yardstick.conf
