2015-08-24docs: Migrate Docs to RST format and new dir docs/Maryam Tahhan1-0/+160
Migrate all existing VSPERF documentation to a new directory called docs/ and convert to ReStructuredText format. It's recommended that any doc changes in the future are tested with: http://rst.ninjs.org/.
