Implement testcase 3: Quagga-ODL integration
Testcase 3, which verifies OpenDaylight can start and
communicate with zrpcd/Quagga
- Verify that zrpdc service is running
- Issue bgp speaker start to OpenDaylight
- Verify that zrpcd has started bgpd
