fuel: Switch to parameterized trigger
Multijob Project type has limitation of not being able to set build
status to unstable.
Job type change will be done in a separate patch to solve below
issues.
- problems with manual and timer based triggers
- reporting the build cause incorrectly
Apart from this, triggers for certain fuel scenarios are set.
