Update git submodules
* Update docs/submodules/fuel from branch 'master'
- [odl/dpdk] Make dedicated public network scheme
In order to avoid TCP connection checksum issue (i.e. TX offloading
on ovs bridges) add linux bridge connected with ovs public bridge.
