Update git submodules
* Update docs/submodules/snaps from branch 'master'
- Refactoring of ImageSettings to extend ImageConfig
ImageSettings and glance_utils have a runtime cyclical
dependency. This patch reduces this dependency and
deprecates the ImageSettings class.
