Update git submodules
* Update docs/submodules/dovetail from branch 'master'
- Adding a tox environment for locally building docs
Run tox -edocs to locally build the Dovetail docs. This is quite
useful because the default OPNFV docs preview build toolchain is
broken for Dovetail.
