Update git submodules
* Update docs/submodules/releng from branch 'master'
- Merge "Add parameter of `DEPLOY_SCENARIO` for doctor"
- Add parameter of `DEPLOY_SCENARIO` for doctor
Need to get the os_cacert file according to the scenario for MCP installer.
