Update git submodules
* Update docs/submodules/releng from branch 'master'
- Merge "Disable Jobs Set to Run on 'joid-virtual'"
- Disable Jobs Set to Run on 'joid-virtual'
Since there are no longer any nodes labeled 'joid-virtual', jobs set to
run on joid-virtual are disabled until another virtual host is added for
JOID.
