Update git submodules
* Update docs/submodules/releng from branch 'master'
- Merge "Create job to deploy Pharos Dashboard"
- Create job to deploy Pharos Dashboard
Runs docker-compose build & up to recreate containers when code changes,
and redeploys the dashboard.
