Update git submodules
* Update docs/submodules/releng-xci from branch 'master'
- Merge "add os-nosdn-ovs scenario"
- add os-nosdn-ovs scenario
This scenario is to install ovs on neutron agent and compute nodes for
providing networking capabilities without being managed by Opendaylight.
