Update git submodules
* Update docs/submodules/releng from branch 'master'
- Merge "change the timeout to 4 hours"
- change the timeout to 4 hours
it need to download the tar.gz and We install the packages inline.
Due to the network, sometimes it will cost more time.
150 minutes still is not enough.
