Update git submodules
* Update docs/submodules/releng from branch 'master'
- Bump JJB Build Timeout to 60 Minutes
Without caching enable or when updating the JJB version all jobs get
reconfigured, which can take upwards of 30 minutes. Setting this to a
higher value should keep the build from being failed while still
running.
