Add the rt linux 4.1.3-rt3 as base

Import the rt linux 4.1.3-rt3 as OPNFV kvm base.

It's from git://git.kernel.org/pub/scm/linux/kernel/git/rt/linux-rt-devel.git linux-4.1.y-rt and
the base is:

+Properties:
+ - compatible : should contain two values. First value must be one from following list:
+		   - "samsung,exynos3250-pmu" - for Exynos3250 SoC,

+		   - "samsung,exynos4212-pmu" - for Exynos4212 SoC,

+Some PMUs are capable of behaving as an interrupt controller (mostly
+to wake up a suspended PMU). In which case, they can have the

+  controller.

+- interrupt-parent: a phandle indicating which interrupt controller
