Rename juju run --service flag to --application
This flag has been renamed in (probably) Juju 2.0.
For reference, compare documentation for `juju run` command in
https://jujucharms.com/docs/1.25/commands and
https://jujucharms.com/docs/2.0/commands
The `--service` flag causes the `openstack.sh` to fail and exit,
skipping important functionality.
