After the migration of the SFC code into the SFC repo,
there is a problem with the path when building
the docker image
Step 60 : RUN /bin/bash -c ". /home/opnfv/repos/functest/functest/opnfv_tests/features/sfc/tacker_client_install.sh"

Promise code and test cases had been maintained in GitHub.
Due to the decision to mirror OPNFV Gerrit to GitHub,
the Promise GitHub (https://github.com/opnfv/promise) was
overwritten by the content in Gerrit (which is outdated).

This is a quick hack to make docker build work in CI.
Kingbird is used by multisite, but the test case
is empty. The installation of the requirements overlap
with what we already install in requirements.pip
and makes the build fail.
It can be enabled once we resolve the dependencies
across different projects.

The patch https://gerrit.opnfv.org/gerrit/#/c/20433/
modified the source of the repository from github
to gerrit.
Since gerrit repo causes the failures, we change
back to the original one where the latest changes
are performed.

Currently mounting the credentials file cannot be done at launch
time since the parent folder doesn't exist. This is usually not
noticed because prepare env will get the credentials file
via ssh, but the docker mount will silently fail.

A newer version of rally brings in this change that is required by armband:
https://bugs.launchpad.net/rally/+bug/1580695
The shyaml cli parser can be used to make the healthcheck testcase
configurable, for instance to pass a different cirros image other than the one
for x86_64. Also required by armband to make functest execute all tests.
