functest - Test suites and cases to verify OPNFV Platform functionality

	It only runs tests about neutron and glance because their policy.json can be still downloaded. Installers could override them via docker volumes if needed. 	It's published in a new container because the current results don't allow gating. 0.2 is selected to meet OpenStack Pike's requirements.
