Generating test lists for tempest
'testr list-tests' command is now used for generating smoke and full
test case lists for tempest.
test_list.txt file is replaced by defcore_req.txt file which contains
latest (2016.01) DefCore test case for possible references.
Partly implements JIRA: FUNCTEST-196
