ci/deploy.sh: MCP cleanup, sanity checks
- disable false-positive shellcheck errors;
- fix obsolete backtick usage;
- move obsolete arguments to separate section;
- add color-enabled "notify" macro for warn/err messages;
- remove obsolete code intended for old Fuel;
- fix quoting and double-quoting shellcheck warnings;
- minor code changes for better readability;
- remove "no healthcheck" flag (obsolete);
- add mandantory arguments validation;
