One option for the deployment of edge cloud infrastructures
is to use different instances of the same resource optimized
OpenStack in both the large, medium and small edge sites.
This change adds this as an alternative to the usage of
different OpenStack deployment variants in the different
sites.

As the current scope of the document are the edge inside the
telecom operators network (before the radio) the definition of
Small edge is changed to represent the "more space available".
The following changes are added to Small edge
- Changing physical sizes to metric system
- Minimal depth is changed to 60 mm based on our feedback from customers
The following changes added to all deployment scenarios:
- Added witdh definition ot the physical size
- Added front cooling, access and cabling
- Added NEBS 3 compliancy
- Smart NIC support added
- Added a note about maintenance staff skillset
Note: In the future we should extend the scope of the document and
define an other deployment option for edge sites after the radio.

This change clarifies the scope of the document. As edge clouds
"on the other side of radio" are not discussed in the document at
all they should be removed from the scope explicitly.

Deployment scenarios defined in the OpenStack Edge Computing Groups
Dublin workshop notes [1] and in the initial change set of OPNFV
Edge Cloud requirements document [1]. As the definition of deployment
scenarios should be maintained only in one place OpenStack Edge
Computing Group agreed [3] to merge the Dublin deployment scenarios
to the OPNFV Edge Cloud requirements document in a way that in case of
small and middle edge clouds the Dublin definitions are valid while
in case of large edge clouds the OPNFV Edge Cloud definition is calid.
This change implements this decision on top of [2].
