Update Barometer plugin to use collectd container

Modifies/updates the following to use a barometer container
from dockerhub for collectd.

/plugins/barometer/roles/collectd/tasks
/pluigns/barometer/roles/collectd/templates
/plugins/barometer/roles/collectd/vars
/plugins/barometer/roles/collectd/files
