[container][experimental] Update experimental container

* Use CentOS 8 instead of CentOS7
* Remove collectd-openstack-plugins
* Update the list of PRs that are applied
  logparser and capabilities were merged
* Move the experimental configs to collectd_sample_configs{,-latest}
