	There has been some restructuring of the documentation in fuel project. This commit copies those files, while a subsequent commit will adapt the documentation with aarch64 specifics. 	Fuel 8.0 adds support for setting up "Offloading Modes" for target nodes. Document how this features should be used (and why/when it's necessary).
