deploy-cache: Misc fixes and improvements

- move cache dir on Fuel Master to /var/cache/opnfv, since /var/lib/opnfv
  is deleted during env config;
- allow target image collection on environment deploy failure too;
- create cache directory if missing for bootstrap extraction;
