Cleanup: TODO.md: Trim obsolete entries.
rx-vlan-filter should be documented as a limitation in the current
release, and work for supporting it in bootstrap would not be
justified.
ThunderX network card speed is now parsed from ethtool output via
nailgun-agent and ohai.
