There is an issue with HA deployments where sometimes key imports fail
for Ceph which seem to occur around 50% of the time. When logging in
after a failure, the key import seems to work which indicates it may be
a race condition. In addition, sometimes the keyring that is created
is missing the "caps" section of the file, which will also fail import.
This patch adds a retries for a minute to try to import the key. It
also moves creating/importing to the same Exec because there is
evidence that the file is being modified by some other process right
after the file content is created in the previous exec.

In newer OOO deployments, the keys for ceph are dynamically generated.
Also removes tacker client patch for symmetrical as it is already
present in stable/pike:

We need a couple patches to Tacker upstream that we will not get now
that our images are frozen in RDO. We should remove them on upgrade to
Pike. Also this patch fixes the permissions on the fernet keys dir so
that the Tacker group can write.

ODL clustering has issues with VPP mounting, so we are disabling
clustering for now and should have the bug in ODL fixed by Danube 2.0.

Builds 6Wind ZRPC, Quagga, and dependencies required for OpenDaylight
with BGPVPN scenario. Packages are built into RPMs, and left on the
overcloud disk in /root/quagga. They are then installed at deploy time
if VPN feature flag is enabled. Note, for proper upstream we should
create a zrpc OOO service, but that can be a follow up patch. For that
we would also need official packaging/build system upstream somewhere.
