The onos tar is an example of the remote server not supplying a .md5 file with the md5 in it. It is instead posted on an html page that can be scraped to get the value. OVS DPDK deployments were failing in daily CI. This is because the UCS fabric tags packets no matter what when not using an external switch with UCS. This patch inserts a flow to strip any vlan tag when the tenant network type is set to vxlan.
