Introduces a general mechanism meant to allow for the execution
of workflows during the deployment steps.
Services can define workflow actions to be triggered during a step
in the newly added service_workflow_tasks section. The syntax is:
service_workflow_tasks:

This was made configurable in a recent commit [1] So this flag makes it
easier for deployers to use that functionality.

Starting with the Ocata release, bare metal nodes are no longer get recognized
by nova automatically. To avoid forcing users into running nova manage command
each time they enroll a node, we will have to allow enable the periodic task
to do so.

DPDK has to be enabled on openvswitch on the boot before
configuring the network as when the network uses DPDK ports
OvS should be ready to handle DPDK. Enabled DPDK via
PreNetworkConfig by checking if ServiceNames contains
DPDK service.

This will set the max_active_keys setting in keystone.conf, and
furtherly we'll read this value from tripleo-common to do purging of
keys if necessary.

Add VipMap output to the top level stack output. VipMap is a mapping
from each network to the VIP address on that network. Also includes the
Redis VIP.
This output facilitates deploying split-stack so you can feed the VIP
addresses from VipMap as inputs into the services stack.

Add 2 new environments to faciltate deploying split-stack:
environments/overcloud-baremetal.j2.yaml
environments/overcloud-services.j2.yaml
The environments are used to deploy 2 separate Heat stacks, one for just
the baremetal+network configuration and one for the service
configuration.
In order to keep Heat's view of the server's hostname consistent across
the 2 stacks the 2 environments set the same HostnameFormat with
"overcloud" as the stack name.

The DeploymentSwiftDataMap parameter is used to set the
deployment_swift_data property on the Server resoures. The parameter is
a map of role names and node indexes to Swift container and object names
to be used for storing deployment data.
The parameter allows for using predefined Swift objects for storing
deployment data instead of container/object names with generated uuid's
from Heat.

Adds a new output, ServerOsCollectConfigData, which is the
os-collect-config configuration associated with each server resource.
This can be used to [pre]configure the os-collect-config agents on
deployed-server's.
Having the data available as a stack output is more user friendly than
having to query several nested levels of stack resources, and then
inspect resource metadata.

With the addition of the KeystoneFernetKeys parameter, it's now possible
to do fernet key rotations using mistral, by modifying the
KeystoneFernetKeys variable in mistral; subsequently a rotation could
happen when doing a stack update.
So this re-enables the managing of the key files by puppet. However,
this is left configurable, as folks might want to manage those files
out-of-band.

This uses the newly introduced dict with the keys and paths instead of
the individual keys. Having the advantage that rotation will be
possible on stack update, as we no longer have a limit on how many keys
we can pass (as we did with the individual parameters).

Existing host_config_and_reboot.role.j2.yaml is done in ocata to
configure kernel args. This can be enhanced with use of role-specific
parameters, which is done in the current patch. The earlier method is
deprecated and will be removed in Q releae.

This patch adds the templates required to enable the OVN DB servers
to be started in master/slave mode in the pacemaker cluster.
For the OVN DBs base profile, ::tripleo::haproxy expects the parameter
'ovn_dbs_manage_lb' set to true in order for it to configure OVN DBs
for load balancing (please see this commit [1]). So this patch sets
'ovn_dbs_manage_lb' to true.

Parameters which are not part of the heat environment template
are required by the worflows like derive parameters. In order to
seprate from the heat environment parameters, the workflow only
parameters will be provided via plan-environement section,
workflow_parameters.

The deploy-artifacts.sh script is supposed to support installing rpms
when provided by DeployArtifactUrls. The problem is that it uses yum to
install which does not actually work unless the filename ends with .rpm.
This change updates the script to rename the downloaded file to end with
.rpm if it is an rpm so that it is properly installed.

As we create new standard roles, we should include them from a single
location for ease of use and to reduce the duplication of the role
definitions elsewhere. This change adds a roles folder to the THT that
can be used with the new roles commands in python-tripleoclient by the
end user to generate a roles_data.yaml from a standard set of roles.

Instead of doing this via puppet which has the consequence of including
the step_config and getting included on the host manifest. Lets disable
via ansible upgrade task instead.

to enable/disable Debug for specific services.
We keep the Debug parameters for backward compatibility.
Operators want to enable Debug everywhere:

Idle compute nodes are found to already consume ~1.5GB of memory, so
2GB is a bit tight. Increasing to 4GB to be on the safe side. Also
