The services that docker depends on, have logging_sources and logging_groups;
but those are not set on the docker outputs so they are not used when dockers
are deployed.
Added logging_source & logging_groups as docker optional parameters in
tools/yaml-validate.py

Currently for non controller upgrades we're looping through the
upgrade steps and run the upgrade tasks based on when conditionals
including the step number and the existing upgrade task condition.
Some of tasks fail because the variables used in when conditionals
are not available through all steps. This change adds default values
to these vars where possible or creates them for all steps to avoid
failures.

metadata_settings is meant to have a specific format or be completely
absent. Unfortunately the hook [1] doesn't an empty value for this. So
we remove it as an easy fix before figuring out how to add such a
functionality to the hook.

This currently assumes nova-compute and iscsid run in the same context which
isn't true for a containerized deployment

This removes the default container names from all the templates
and uses a single environment file to specify the full container
name and registry from which to pull. Also does away with most
of DockerNamespace.

Makes it possible to resolve network subnets within a service
template; the data is transported into a new property ServiceData
wired into every service which hopefully is generic enough to
be extended in the future and transport more data.
Data can be consumed in service templates to set config values
which need to know what is the subnet where a deamon operates (for
example the Ceph Public vs Cluster network).

The stat resources weren't executed in step2, and Ansible failed on
them being undefined.

This commit consistently defines a heat template parameter in the form
of DockerXXXConfigImage where XXX represents the name of the
config_volume that is used by docker-puppet.
The goal is to mitigate hard to debug errors where the templates would
set different defaults for the image docker-puppet.py uses to run, for
the same config_volume name.
This fixes a couple of inconsistencies on the way.

This configures iscsid so that it runs as a container on
relevant roles (undercloud, controller, compute, and volume).
When the iscsid docker service is provision it will also run
an ansible snippet that disables the iscsid.socket on the host
OS thus disabling the hosts systemd from auto-starting iscsid
as it normally does.
