	Custom role names need to be used in the deployed server role files, otherwise the new customized roles are not generated by jinja since the default roles are excluded from templating in j2_excludes.yaml. 	Adds a custom roles data file for use when using the deployed-server templates. The file takes care of setting disable_constraints: True, so that deployers don't have to do things like create fake images in glance.
