Provide a sample storage environment file

Meant to help users configure their storage parameters by copying this
file out, amending it and passing it to `heat stack-create` or
`openstack overcloud deploy`.

Defaults to using Ceph as a backend for Cinder, Glance and also Nova
ephemeral storage.
