This profile has multiple purposes:
- group common httpd configurations/instructions
- correct a small issue with the "status" mod
Until now, only Horizon was specifically including this mode, and as
httpd wasn't listening on localhost, it wasn't in use at all.
With this commit, all API using apache will be able to provide the httpd
server status on 127.0.0.1/server-status.

This uses the tls_proxy resource in front of the Redis server when
internal TLS is enabled.

When the ceilometer-upgrade command is run in step5, it talks to gnocchi
and keystone on all the controllers. Since these other nodes might have
httpd restarted mid-upgrade we should retry if we get a failure.

Puppet wipes out whatever is not in it's resource catalog each run for
httpd. This causes httpd to restart if in the next step there are
reasources added that were not there earlier.
This patch, thus changes the instances of httpd to start at the same
time: On step 3 for the bootstrap node, and on step 4 for every other
node.

The step is typically set with the hieradata setting an integer value:
{"step": 1}
However it would be useful for the value to be a string so that
substitutions are possible, for example:
{"step": "%{::step}"}
This change ensures the step parameter defaults to an integer by
calling Integer(hiera('step'))
This change was made by manually removing the undef defaults from
fluentd.pp, uchiwa.pp, and sensu.pp then bulk updating with:
find ./ -type f -print0 |xargs -0 sed -i "s/= hiera('step')/= Integer(hiera('step'))/"

ceilometer-upgrade should only run on controller nodes.
Since its currently in base profile, it gets triggered
on compute as well. So instead split out the upgrade
into its own and include when we deploy notification
and central agents instead.

Since collector is deprecated, lets move this out of collector.pp
so it gets run and resource types are created appropriately even
when collector is not included.

Every time we call apache module regardless of using SSL we have to
configure mod_ssl from puppet-apache or we'll hit issue during package
update. File /etc/httpd/conf.d/ssl.conf from mod_ssl package contains
Listen 443 while apache::mod::ssl just configures SSL bits but does not
add Listen. If the apache::mod::ssl is not included the ssl.conf file is
removed and recreated during mod_ssl package update. This causes
conflict on port 443.

Apache is configured in step 3 so if we configure ceilometer in step 4,
the configuration is removed on updates. We need to configure it in step
3 with the other apache services to ensure we don't have issues on
updates.

Without this gnocchi resources types are not created
as they are skipped initially and the resources from
ceilometer wont make it to gnocchi.

Ceilometer api is deprectaed in Ocata. Lets disable by default.
This can still be enabled by setting enable_legacy_ceilometer_api
param.

The normalize_ip_for_uri handles ipv6 bracketing correctly. Rather
than continue to do it manually, this change updates the ceilometer
collector profile to leverage the normalize_ip_for_uri function to
properly escape ipv6 addresses.

This optionally enables TLS for aodh in the internal network.
If internal TLS is enabled, each node that is serving the ceilometer
service will use certmonger to request its certificate.
This, in turn should also configure a command that should be ran when
the certificate is refreshed (which requires the service to be
restarted).

The ceilometer::db::sync is included by default in ceilometer::db but we
only want it to run on the bootstrap node. This change passes the
sync_db parameter to ceilometer::db to manage the db sync process rather
than trying to manage the inclusion of ceilometer::db::sync within the
profile class.

This change adds rspec testing for the ceilometer profiles. While
writing these tests, the tripleo::profile::base::ceilometer::collector
class needed to have the hiera lookups moved to class parameters to
allow for testing the possible options around the database backend.
These tests add coverage for ipv4 and ipv6 configurations for the
collector profile as well as excluding mongodb on the backend.

This patch moves the various DB syncs into the MySQL role.
Database creation needs to occur on the MySQL server to
avoid permission issues.
This patch also moves database creation to step 2 so we can
guarantee that all per-service databases exist at this time.
This avoids complex ordering needed during step 3 where
services, on different hosts, can run their own db sync's
in a distributed fashion.

As we are staring to manually check overcloud services
the first step is to check that the puppet profiles
are all aligned.
Changes applied:
No logic added or removed in this submission.
Removed unused parameters.
Align header comments structure.
All profiles parameters sorted following:
"Mandatory params first sorted alphabetically
then optional params sorted alphabetically."
Note: Following submissions will check pacemaker,
cinder, mistral and redis services in the base profiles
as some of them has the $pacemaker_master parameter
defaulted to true.

In the Next Generation HA architecture a number of active/active services
will be run via systemd. In order for this to work we need to make sure that
the sync_db operation only takes place on the bootstrap node, just like it is
done today for the pacemaker profiles.
We do this by removing sync_db as a parameter and instead set it to true
or false depending if the hostname matches the bootstrap_node as it is done
today in the pacemaker role.
Note that we call hiera('bootstrap_nodeid', undef) because if a profile
is included on a non controller node that variable will be undefined.
The following testing was done:
- HA puppet-pacemaker.yaml scenario with three computes
- NonHA with one controller
- NonHA with three controllers

We are seeing CI failures in Ia0a59121b9ffd5e07647f66137ce53870bc6b5d6
due to duplicate Tripleo::Profile::Base::Ceilometer.
Also, this patch gets the pacemaker_master variable out of the
'base' tree.
