Include swift::storage::loopbacks class
This makes it possible to create loopback devices for Swift by using
additional Hieradata. For example, to create a 100M loopback device that
will be mounted on /srv/node/d1:
parameter_defaults:
ControllerExtraConfig:
swift::storage::loopbacks::args: {"d1": {'seek': '100000'}}
