The definition about the sequence of capabilities and requirements in

SubstitutionMappings is error

The definition in SubstitutionMappings about SECTION is below:
  SECTIONS = (NODE_TYPE, CAPABILITIES, REQUIREMENTS) = \
               ('node_type', 'requirements', 'capabilities')
The order of CAPABILITIES and REQUIREMENTS is reserved.
