Portal updates for VNF Launch
Moves some of the Workflow and Governance links into the body of the home page, and removes those sections from the sidebar. Updates the header, logos, and badge used. Links to OVP overview updated to point to latest documentation, not stable-fraser as this includes the VNF testing instructions.
