build: Fix missing git config for applying patches
After decoupling Fuel@OPNFV's `build/config.mk`, which
exports GIT_COMMITER_* info, we need to configure it in Armband too,
so git can apply patches for Fuel plugins / Fuel@OPNFV itself.
Fixes: ARMBAND-136
